Sorry, I've been slacking here. Highway 140 is now open 24 hours per day and has been for a week or so. I've driven it a few times and it goes quickly. The wait has been short every time I've gone through and the transit time is quick. You don't get as good a view as you might hope, but the slide is pretty impressive.
They say in their press release that they aren't going to allow bikes, but I saw two bikers go through while I was there and there were sherrifs and CalTrans folks present and nobody tried to stop them. I think what they don't want is people stopping in the middle and then getting out of the traffic cycle.

Please note that the westbound schedule has changed. The last trip westbound now leaves at 7:00 instead of 7:30. According to the notice sent to DNC employees, the current schedule is as follows:
Highway 140 Schedule
- Hours of operation in the morning: westbound traffic will leave at 5:30am. Eastbound traffic will leave at 6:00am. Vehicles need to arrive and be in line before the scheduled leaving time or they will not be allowed to join the caravan.
Hours of operation in the evening: westbound traffic (first caravan) will leave at 6:00pm. Eastbound traffic will leave at 6:30pm. Westbound traffic (second caravan) will leave at 7:00pm. Vehicles need to arrive and be in line before the scheduled leaving time or they will not be allowed to join the caravan.
Long Term Prospects
The second of the two bridges is projected to open between September 1–4, 2006. Upon that second opening, both bridges will then be signal controlled 24/7 allowing traffic to pass one way between signal changes.
